Monroe's White Hills purchase
Monroe's land came out of the "White Hills Purchase," which transferred Paugusset territory to the town of Stratford; the settlement itself dates to 1671, well before Monroe incorporated as its own town in 1823 with a name honoring President James Monroe.
A coach-road town, then and now
Once incorporation gave Monroe its own identity, the town grew as a 19th-century stop for travelers moving between Danbury, Bridgeport, and New York rather than as a single dense village center — homes went up in scattered clusters along those roads, and a good share of them still rely on private wells and septic systems rather than a town main.
